Looking over the rules, for the Highlander rule at Mint Condition, I started wondering, what does it apply to?  Does it apply to figure/set?  Figure/identity?  Figure/name?

The Highlander rule applies to the secret Identity of the person behind the mask.
so you would only be allowed to play one batman at any given time, and if you did have matches Malone and I didn't kill you for it you would have to chose to play him or a batman. Matches Malone is one of Batmans first secret IDs.

You could play Rookie speed (Roy Harper) and the new Speedy (the chick)this would be legal.

you could not play KC Red Robin/ any nightwing or the I-cons started set Robin.

For examples:
1) Superman Red/Blue.  Can they be played together?  Or do they both count as Superman?  Red/Blue were around at the same time.  What about Iron Man who remotely controls multiple suits regularly?

Well that is a question that comics can answer, was there ever a time when both the RED & BLUE supermen existed at the same time. If they did and you can prove it, the answer is yes, they can be played together. Superman and the red or blue superman can not be played together because they are part of him and can not co-exist.

2) Captain Britain.  There's a Captain Britain Brian Braddock and there's a Captain Britain Betsy Braddock.  Completely different characters and sculpts.  Same name.  Same powers.

the name of a figure has nothing to do with anything. The two figures you mention above are 2 different characters and can be played on the same force. As for having the same powers, at a quick glance they have completely different power sets
Captain Britain (#207) has 6 clix  Armor wars
Captain Britain (#082) has 8 clix   Ultimates
Captain Britain (#083) has 9 clix   Ultimates
Captain Britain (#084) has 10 clix   Ultimates

3) Captain Marvel.  One Marvel, One DC.  I assume they can be used together, but making sure.

From the past answers you know that the answer to this is yes, but to add to this answer you could play 3 Captain Marvels. Include in that list the LE Captain Marvel (Mary Marvel figure) Captain Marvel (#215) Collateral Damage

Just curious (*ponders a team of all three Captain Marvels*)

A special note: you can play as many OMACs as you want or the REV verity but you can only play on LE OMAC he has and individual ID number that makes him unique among the OMACs
this goes for any generic figure that gets a name as an LE like Thugs, Cops, LexCorp security,...ECT. ect

this is how we play it at Mint Condition other stores may play it differently.
consult your local Judge for the rules they use.

Blue didn't exist with normal Superman, but Red actually did exist with Blue for a few months (actually, the entirety of Red).  Does that mean Red and Blue can be played in the same team?  I'm thinking this would be valid (though Red isn't great, so probably would never happen).  I suppose the Iron Man one doesn't hold a lot of weight though as the other explanation would be just the armors running around (which has happened recently) with no faces behind the mask.

I shouldn't say same powers.  Similar powers.  Charge, Superstrength, Invulnerability, Toughness.  The Betsy version is from when the Captain Britain costume gave everyone who wore it powers.  The Brian version could be due to the costume, but it might not.  Either way, they're different people, so that should be kosher.

Right.  And since LE's are Uniques for most intents and purposes, I have a feeling you could only play one of each of them anyway in any WizKids event.

If some one wanted to make a house rule for the empty armor. one suggestion could be you pay the listed coast on the base and start 2 or 3 click down. It seems like a Hi coast but you are compensating for what the armor should not have with out a human operator.

I'm looking for feed back anyone have any?

Blue & Red should be able to coexist, but that would be Joe's call in the end, but he is a comic purest so I would think yes.

The Blue/Red makes sense, though like you said, Joe would be final authority (I'm only getting my info about them from Wikipedia anyway, so I'm only 90% sure that they existed simultaneously).

The armor probably isn't worth ruling as a house rule, just because... who's going to play it?  Very few people have the figures to do it or would be willing to play them as a team.  And if they want to play it, they can always do it when we have a scenario that allows multiples of the same character to skate the house rule.  Just really checking the limits of the house rule.

War Machine is James Roades as per the LE
and
Ironman well we know who he is, at least until they make an Ironman figure with a LE thats not Anthony or Tony Stark.
who knows about Marvels 2099 books?
Is Ironman 2099 Tony Stark?
Is spiderman 2099 Peter Parker?

if not you could play Peter Parker Spiderman/ Ben Riley Scarlet Spider/ and Spiderman 2099 on the same team

War Machine might not just be James Roades.  Mach 1,3, 4 and Abner Jenkins are all currently active on the Thunderbolts right now.  The figs are probably all supposed to be Abner, but that's definitely just a probably as they might be there to give you the chance to field them all at once (instead of just 3 Mach 4's and an Abner since he was Beetle longer than he was any of the Machs).

Spidey 2099 is Miguel O'Hara, so isn't a problem.
I can't find anything on Iron Man 2099.  I doubt that he'd be the same person though.  Most 2099ers were just characters that borrowed a name (or in the case of X-Men 2099, just looked like them a lot and were mutants).

Doom was in fact Victor Von Doom.

X-Men 2099 had almost nothing to do with the normal X-Men basically being a team of "Hey, that almost looks like Storm!" and "That looks like Angel sortof."
