when dealing with computers I like to get a second opinion.

Cant get sound.
All the drivers are there, and the windows trouble-shoot says everything is working fine.
Checked my speakers by plugging them in to my ipod, and they work fine.
Sound like time for a new sound board?
And if so, any recommendations?

Yes, all the simple and obvious stuff.
Even plugged another set of speakers in to the soundboard. Still nothing.

You have Vista, correct?

What type of sound card?

If it's intergrated into the MB, what type of motherboard?

Also dumb, but . . . .when you go into sound properties, is it grayed out?  If so, the sound card didn't initialize during startup.  Restarting should solve it.
Try a different program to output sound - sometimes you can mute in individual programs.  eg, itunes vs internet explorer vs quicktime.
The wire should be plugged into the Green sound port on your sound card.
You keep saying "sound board" - you don't have a MIDI setup, do you?  Cause thats a whole 'nother can of worms.
