Actually just like the big casinos in Vegas, the Bazaar moves its shops into indoor boutiques during gatherings.  IE, if you're indoors, in character, and not RPing as being in someplace other than the gathering, then you're sound as a pound.  By default all interactions during gatherings take place within the Nexus Hotel.

No Problem!  Simply turn your event into a Treasurehunt LARP!

Leave an obscure note on the table before anybody shows up with clues to the next note.

Place several of these around including some red herrings (and some actual Red Herrings, it'd be hilarious!)

If they follow all the directions correctly, it should take them to where the Council Meeting is just minutes after it's over where you can continue the campaign in traditional tabletop style.

It's actually not a tabletop RPG I'm running, but a Heroclix game. Don't think that would work really well, and it definitely wouldn't go over well with whatever players I get. I've generally gotten really good turnouts for my Heroclix games so it's not something I'm going to shirk just for the Council Meeting.

Actually the first miracle Christ ever did was to turn water into wine. His last supper had wine as well. He even used it to symbolize his blood. I would be willing to say, that as long as it is done in moderation, God has no problem with alcohol. Just saying.
