I'm going to be a voice of reason here and suggest that if you've never run a LARP before, perhaps a trial run or three or four somewhere other than a con (like your back yard) might be a good idea?  Even Tony D w/ Complete Mafia ran a beta before he ran at a con.

I am trying to take a strict role as an adviser. I am not the creator or co-Crater on this one.
There is no way that I will have the time to run a LARP at DEXCON. Kevin is more then aware of that, I am willing to give as much help as I can. I was with Kevin and James the first time we talked about this at MonCon.
My new experience at running a one shot could be useful if people are willing to listen.

I defenately agree using established characters(either guests like batman, the adams, etc or just general cartoon characters) are the way to go.  As has been pointed out it will simplify the process of choosing a character.  Rules wise I'm thinking of trying to adapt the Toon rules as they are a fairly logical pick.  Either using a dice system like the old SW D6 rpg or some thing with playing cards(I really don't care for the rock/papper scizors bit).  I also know a couple people I can probably sweet talk(more like bully) into helping me run it.

Hey wanted to post a heads up.  ITs official we will be putting a bid in for this LARP. As it stands its myself and James Moore as co heads and we're hammering out the details so we can submit the bid.  If any one is interested in helping run the game at the con(we've got the pre stuff largely covered) feel free to email me at kmeares@rocketmail.com.  It will be a larp staring the scooby gang along with select characters from classic Hanna Barbara and a few scooby guest stars.
