[Yuri_Prime]

Out in the grounds of [Proper], beyond the boarder of the [Bazaar], there was a flicker. A pulse of an intense blue light sparked about four feet off the ground, and just when one would complain about the intensity of the light, it was gone.

Then it returned, only to flicker away. This would repeat no less then four times, before the light was steady. A pinprick in the moment, as it were, before the pulse of light ballooned out into a sphere, half of which disappeared beneath the ground of Proper. Within the sphere, the area hung between clock ticks, as the inside of the area started to brighten, a thick blue fog pouring out from the edges as the view inside became more and more opaque. Soon the view inside was complete white, though only for the blink of an eye. Then the sphere was gone, the fog retracted, and the region returned to its prior concept of normalcy. The only difference was where there was once nothing... now stood the Premier of the Soviet Union, Yuri. With him as always was his faithful companion, the Daughter of Octagon herself, Esper.

After verifying that all his limbs were intact, and that he had not been chronoported backwards, or inside out. Once his internal / external ratio was confirmed, Esper hopped up into his arms, and he finished the trip with fifteen paces into the boundaries of the [Bazaar] itself. Though, he hadn't come here to shop, or to sell. He came to talk. After having heard Felegro's public service announcement, he felt it was time.

"Alright Esper, now's the time." He said to the horror of science in his arms as she held up a leaf given specifically to her by Felegro, and as the instructions said, she proceeded to rub the leaf. Or in her case, more of a nuzzle.

Felegro emerges quietly from the trees not far away.  His branches, which had been bare and scraggly only a little bit ago, even in the announcement, are full-flowered.  Bright green, hanging heavy with pollen, and alive beyond any trace of doubt, the flowers give off a sickly sweet smell.  Any plant he passes tilts towards him slightly, as if to inhale the bright springtime he gives off.  Even through the full branches, the locket can be seen, gleaming quietly to itself.

The tree approaches slowly, calmly, without his usual cursing or muttering.  "Hallo, Yuri; Esper," he says, and is unnaturally quiet and differential.  "How may I help you today?"

[Yuri_Prime]

It is actually Esper who replies first, with a beaming smile and a wave-wave of her paw. "Felegro!" she says, and is perhaps one of the first denizens of the Nexus, in a long time, to seem genuinely happy to see the old tree.

Yuri turns and gives a nod, "Good day Felegro. I, along with most of the Nexus if all holds well, heard your message. While I am not here to learn about rituals at this time, I wanted to... how is it... take something off of your list." a pause, "The problem with the Council Chambers has been dealt with. Now..." he held a hand up, as though stifling the tree before it could ask. "You're going to ask how. Don't worry about the how. You're probably also concerned that it is related to the fact that I am one of the premiere mentalists in the Nexus not of house Lugosi, and are concerned I've somehow mind controlled the council chamber." he chuckles, "The answer is simple, and no, I didn't. Such methods would leave holes, for instance, yourself." He gestures, "Though, the less people that know the truth behind the method, the less chance they'll have of breaking it."

"I trust this is acceptable."

[Dragontologist]

"Good day to you both," replies Felegro, and then considers Yuri's words for a long moment.  "If it is controlled by Avatars, it can be removed.  Whatever way you have of doing this, I truly doubt it is enough, no matter what method was used.  The table should be re-consecrated, preferably in the form of a Mystic Assent, so as to be outside the range of control of anyone else, including you, and including me.  I do not doubt your sincerity, but I was hoping for more."

[Yuri_Prime]

"The table is consecrated, though, it is the chamber itself that was the problem. Though, you say you were hoping for more... you did plan a ritual, and you did plan on contacting us all. Let us speak." He said, as he turned to head into the Bazaar, towards no place in particular, and at the pace of a tree's root structure. "Do not take offense, but the disdain you have for my apparent lack of method... I take as a compliment." he continued.

[Dragontologist]

Felegro looks at Yuri strangely, but says nothing, seemingly content to let this river run its course.

[Yuri_Prime]

After a long, protracted silence, Esper perks up. "Ummm, are you two mad at each other? You haven't said anything in, well, a while."

"Not at all. Felegro perhaps must gather his thoughts as to what ritual he had planned." Yuri covered, "His mind is among the very few that I never learned the inner workings of, and this ritual... like all others... is perhaps complicated." which was a satisfactory explanation for the terror birthed of science. "So Felegro, once you have your mind about you, did you want to tell me about this ritual you were planning?" Yuri said, as though reminding the tree.

"Though, if you wish to speak to me of other things, well, you have my attention. The initial point of this contact was to inform you of the precautions for the Council Chamber, and if you have something that requires your immediate attention, then we can part with no ill will."

[Dragontologist]

"In short," Felegro says quietly, "the ritual is a Mystic Assent unto itself.  15 House Heads agreeing on something, even if they are not in Council Chambers, should be enough to create one.  The details of the intent I still have to hammer out, but this should require surprisingly little sacrifice for a long-lasting, powerful ritual.  It should prevent all forms of controlled energy from penetrating the chamber, from being used in the chamber, and so on."  He gestures, making a symbol for including everything in his list.  "It should prevent all House skills from being activated, even those used solely for protection, and prevent all Lord Abilities as well.  It will prevent all weapons from being used, terran, tech, or magical.  It will prevent EM from being expended, from anyone controlling energy..." he flounders, gesturing as to indicate that the list could go on.  "Maybe even proof against other rituals."

"All I really require is some spittle from each House Head, and possibly a small prayer if they're interested in doing more.  Donations, resources, Mogwips, might be good, but I will do that on my own if needed."

[Yuri_Prime]

"Now, I'm no ritualmaster myself, but that sounds like an awful lot of potential for such a seemingly tiny offering. Plus it all demands that you can get fifteen avatars to agree on something, which is no easy feat when their very existence isn't threatened. Keep me appraised, and if you need assistance, I will see what I can do."

[Dragontologist]

"The harder one works for something, the more energy is put into it, and the more powerful it is when sacrificed.  If the agreement is found, it should be more than powerful enough to charge this ritual, with a bit of sacrifice added for safety.  And speaking of assistance," he adds, "I would like to start my collection with you."  Felegro looks calmly into Yuri's eyes, head bowed slightly to one side.

[Yuri_Prime]

"Well, my measures plus your measures equal our measures. If they defeat one, they won't defeat the other." he mused, "I suppose you have a leaf or a pitcher plant for collection?"

[Dragontologist]

Felegro proffers a large-ish leaf formed into a mug-sized cup, with no seams or folds.  It looks like it was grown that way.  Something crystalline sits in the bottom of the leafmug, glinting softly.  "If you could, spit, then say 'I agree to Felegro's ritual purification and sanctification of the Council Chamber, to create equal multi-versal protection for all who enter.' " 

[Yuri_Prime]

The Premier peers into the cup, sees a crystalline object at the base of the mug, and smirks, "How ironic." he then looks to Felegro, "It would seem we both had the same idea, only executed entirely differently."

[Dragontologist]

"Interesting," Felegro comments, still holding out the leaf-mug.  "So what WAS your plan?"

[Yuri_Prime]

"Lend me your ear." Yuri says, moving to where an ear would be, were Felegro human.

Esper, sensing the need for secrecy, becomes quite alert of her surroundings.
