In his sleep, Moosetapha softly sighs, his stubby tail twitching twice...

[Esper]

Through the primary doors enters a 12 year old girl wearing a blue skirt and a brown cowboy hat. Her blond hair is loose under her hat and curling around her shoulders. She looks to have been wandering aimlessly but her face lights up when she sees Fox. She sits down where she and Sigma sat at the last council and looks at those gathered. She waves happily to Esper and Yuri but waits patiently for conversation to resume.

The horror of science beams, and dashes forward towards the table in question. With a deft leap, she lands upon the table, and pads her way over by Mercy, a wide smile on her manufactured face.

"Heya!" the cat exclaims, happy to see a familiar face again. She knew Fox, and she knew Sebastian, but Mercy was just a little girl. "How's everything been? Dad's started work on Livey, but I'm not allowed to show you the photographs yet cause she's not born yet, and until she's born she's a..." the cat now leans in, and whispers, "... government secret."

Once the conspiracy is over, she returns to a more comfortable posture. "Though, Dad's been super super busy since the last get together. Organizing, planning, weapons testing, re-organizing, re-planning, weapons re-testing." she says, almost in a sing-song fashion. "With luck, you and Livey will be united at the next great big get together."

[Sebastian Kirsch]

**  The hunter's eyes, having strayed back to the vidscreen, glance upwards again as the newest arrival makes her entrance.  The Citadel's gaze lingers on her for a moment, apparently assessing her, then he returns his attention to the monitor.

[Kate]

Mercy giggles with her co-conspirator and offers a place on her lap.

As the Galahad looks back up and around the room her face takes on a surprisingly adult expression. "So, what were y'all talking about?"

[Yuri_Prime]

Yuri gives a smirk, "There are a few errant Avatars running about that need to be accounted for, Mercy." he started, "Some troublemakers that instigated a lot of, well... trouble."

Yuri then turns his glance to the Daughter of Octagon, and gives her a look. As though to say 'Don't tear that little girl to shreds, Esper.'

[Esper]

Mercy giggles with her co-conspirator and offers a place on her lap.

The feline moves in a fluid motion from the tabletop to the Galahad's lap, then settles down and gets comfortable. She weighs a lot less then one would expect, and feels exactly like a hairless cat would. "Dad thinks there's a chance the three of them might be sick, so we have to see if they are, and if they're contagious. So if you see Vladimir of Lugosi, or the Ares Cappy Zoom or Spew... be careful. Don't try to do anything by yourself, go get someone and let them know." she paused, "They might be dangerous."

[Fox McCloud]

"Was there anything else that needed taking care of beyond the apprehension and quarantine of the missing avatars?"

[Yuri_Prime]

"Not at the moment no." Yuri replied. "Though, we should be cautious. Vlad knows we were speaking of him."

Yuri then looks upwards, one would say at a particular portion of the ceiling, and smirks. The Soviet's gaze would meet Vlad's on the other side of the shattered mirror, eye to eye, though to those in the Chamber, Yuri's investigating the ceiling.

"What, did you truly think you were the only one?" he says, to none that are present.

He smirked, then turned to Fox, "I think we're done here."

[Kate]

Mercy looks from the ceiling to Yuri with a glint of curiosity in her eye. "He's listening to us?"

She shakes her head at the thought, "Green told me about what they did, did they have a reason for doing so? Does it benefit them somehow to have these new Avatars walking and talking?"

[Sebastian Kirsch]

**  Sebastian sighs, "the Council records are incomplete at best ... they explain the general facts of the situation.  However, if anyone could offer a more detailed analysis of the most recent catastrophe, it would be appreciated."

[Yuri_Prime]

Yuri turns to Sebastian, "Felegro has been archiving duplicates of Avatars for several cycles, though seemingly devoid of neural activity. He claims it was for medical purposes, to eradicate a plague or to bolster a populace." the Soviet starts. His voice shows no sign of doubt, or credulity. It simply states fact. "He was unwilling to part with any, share in any research, or in any way acquiesce any request towards them. He continued to claim it was for the greater good." Yuri continued, his voice still the sterile demeanor of an operating theater. "Felegro bolstered his borders, expecting a full scale invasion." Yuri paused, "What he got... was Vladimir."

"After the Council ajourned, seeing as how any further attempt would be as futile as... how do you say... banging one's head against the table, Vladimir and two of House Ares... Cappy Zoom and Spew, managed a method into the sealed off domain. The details as of that moment are sketchy to myself, though apparently a combination of..." Yuri paused, and looked up again towards a particular part of the ceiling, "... and correct me if I'm mistaken, Vlad...."

Yuri's attention then drew back to the others, "... A combination of, please forgive the generic terms, Life and Death energies apparently woke the other avatars up."

His flashback concluded, Yuri spoke now of things to come. "What we have to do is figure out how to approach these newcomers. That is the next goal."

[Esper]

Mercy looks from the ceiling to Yuri with a glint of curiosity in her eye. "He's listening to us?"

She shakes her head at the thought, "Green told me about what they did, did they have a reason for doing so? Does it benefit them somehow to have these new Avatars walking and talking?"

Esper fields the young lady's questions once she gets a subtle nod from her father. "Yeah. Odd too, but everyone who can has their own ways." Esper says, looking up at that spot as well. "Though, you should be alright."

"As for why, or a reason, well... Ever ask a fire why it burns, Miss Mercy?" the feline starts, "The answer might not surprise you. A fire burns because it can."

The feline creature thinks long and hard about the answer to the last part, "As for if they benefit, well... folks like Mister Vlad can always find uses for confused Avatars. Dad's working on a few plans that may let us solve this whoooooooooole problem without killing a single one." Esper starts, "But... if it's them or us, Dad'll make sure it's us."

[Sebastian Kirsch]

**  The hunter scowls, "yes I was told as much about the general situation by Fox ... what I would like to understand is how an individual who is supposed to represent balance acts in such a manner.  Granted, I've seen it before, acting for the "greater good" while those who don't fall into that purview are either ignored or eliminated.  As for the so-called newcomers it is a matter of deciding where they would be best placed.  Do they have avatar signatures, or are they on the level of inhabitants.  There are questions that must be answered before a decision can even be contemplated.  As for Felegro ... or Vlad and the Ares, for that matter ... is the Council acting on what they have done?"  The Citadel's tone is even and measured, but there is an underlying sense of ... anger? annoyance? disappointment? frustration?  It is difficult to tell which it is, or if it is all of them combined into a single emotion.

[Kate]

Mercy looks to the man she has not yet formally met, "As I heard it from Felegro himself, they did not have Avatar signatures when the council voted on whether or not to destroy them. Because the meddling by Vlad and his... crew, they have acquired signatures. No one seems to know what their intentions or motivations are because no one can get inside the Territory and they haven't left that I've heard of."

She keeps her level gaze on the man a moment to gauge his response before turning her youthful smile back to Esper.

[Sebastian Kirsch]

**  Sebastian sighs tiredly, "whether or not to destroy them ... beings are brought into this world, sentient creatures ... and the first thought that crosses people's minds is whether to destroy them.  No one has spoken to Felegro concerning this, then?  Is he in hiding, in custody?  There are far too many loose ends from where I'm standing on this situation."
