If you are asking the question as it refers to conventions not run directly by Double Exposure the answer is, how they want to run them. Single elimination, round robin, etc.
At DE conventions that decision is made by Eileen and her staff with some direction from Vinny

They qualify by winning the DNCC event at there local convention.
They win a membership and a seat in the finals.

3) Who keeps track of the qualifiers, and who provides that list for the person running the final final?
Each convention that runs a qualifying event in the DNCC is responsible for supplying Double Exposure with all the relevant information about the there winners.
